rain and lightning strikes baltimore. now parts of maryland brace for more. danny doesn't look like it will gather hurricane strength, but it will bring us plenty of rain. how much we will get in my skywatch forecast. i actually cried when i saw the condition of these dogs. >> nearly two dozen dogs found at one maryland home, the clue that tipped off investigators. and why an international prank about baltimore's reputation has no one at city hall laughing. live in high definition from kaul-tv in baltimore -- from wbff tv in baltimore is fox45 news at 10. trees toppled and a church burned, storms take their toll on roads and buildings in and around baltimore city. >> as some people spent the day cleaning up ... others took time getting ready for another big dose of rain. >> hello, i am jeff barnd.

>> and i am karen parks. we have seen some rough weather during the past 24 hours that caused some damage around the area, and there may be more to come. >> this morning's wicked weather could be to blame for a church fire in middle river that started around 3:30 this morning along eastern avenue at the sharp street united methodist church. no one was inside at the time, the church was destroyed. no one was hurt. the storms also left some roads completely under water. this is a scene in reisterstown at the intersection of owings mills boulevard near timber grove road. several cars got stuck in the high water overnight. several people had to be rescu rescued from their cars by police and firefighters. storms also caused some trees to fall, including one in lutherville. it slammed into a home in the 100 block of oaker ridge road. it damaged the roof. in this case no one hurt eithe either. wet and cloudy all day. let's check in with jessica starr. hi, jess. >> the bulk of the moisture has

pushed to the northeast but we are dealing with a few lingering rain showers as we are under the warm sector of this system. zoom in a little closer just to the north over the mason dixon line over i-83 right on top of shrewsbury. they are currently dealing heavier rain showers. no lightning is embedded in that. a couple of lightning strikes. things could calm down but things could pick up for tomorrow. you can see this is a pretty big system as we have a cold front off to the west and we still do have tropical storm danny that will bring in some wind into our area. so we will have to take a close look on this system, but we still have that flashflood watch in effect through the morning hours with all the rain showers we have had. the island still saturated so we could see low-lying floodin flooding. if you were out on the roadways you will encounter misty conditions. if you are headed toward the fair for tomorrow, we will be dealing with cloudy conditions around 2:00 with some rain showers. 83 degrees at noon. by 8 p.m. tomorrow, a couple of lingering rain showers and a temperature right around 76

degrees. but i will have a more in-depth look on tropical storm danny that could be bringing rip currents to ocean city coming up in a few minutes. >> okay, jessica. the second weekend straight, rough surf is expec expected in ocean city. first hurricane bob was to blame, now apparently it is danny's turn. kathleen cairns is joining us from ocean city right on the boardwalk with the latest, kathleen. >>reporter: jeff, here on the boardwalk the crowds just seem to keep on coming. the threat of a rough surf is not keeping the clouds away from ocean city this weekend. instead they plan to do a lot of things on the boardwalk, buy french fries, play at the arcade, but not go to the beac beach. the surf is up ... and the surf is rough in ocean city. >> the waves are unbelievable. >>reporter: but it didn't change plans for the loranco family. >> we knew we were walking into possibly bad weather but didn't bother us at all. we are here for a week. >>reporter: last saturday, the beach was closed due to the

extreme rough rip tides caused by hurricane bob, now tropical storm danny could be sending rough surf this way. >> we will get some high surf which is going to create some surf conditions, some rips on the beach. >>reporter: lifeguards are out in full force. >> we are cognizant additional wave action and rip currents associated with danny as he passes by and we are probably starting to see the effects right now. >> thought i would come in. >>reporter: most tourists are choosing not to venture in. >> it seems pretty rough for how it usually is here. >>reporter: the rough conditions are enticing for others. >> i don't know the storm's name, but i definitely say it is responsible for some of the waves out here today, so going to try her out for a bit. >>reporter: as the winds pick up ... thousands still stroll the boardwalk. danny isn't going to change their plans.

unsanitary and too unsafe for anyone to live here. walk or drive down the 7900 block of sea breeze and you can't miss it, the house in the center of the block with the wrecked trailer in the drive and broken car out front and the smell that takes your breath away. >> i actually cried when i saw the condition of these dogs. >>reporter: anne arundel county animal control workers say the stench comes from dog feces that is up to your ankles in the house. neighbors say they have been complaining about the smell and the howling of dogs that the house for nearly a year, but a call friday morning to the county executive's office got results. >> we are very serious about these quality-of-life conditions. the stench from this house was deplorable and many of the neighbors had to put up with it. a quality-of-life issues. >>reporter: health officials and police say an elderly woman had 19 dogs inside the house and 2 dogs in a trailer, all of

them malnourished suffering from worms and other illnesses. animal control rescued the animals as neighbors watched in disbelief. out of the 21, three of them had hair. there were three pregnant ones and there were six-week-old puppies and i can't imagine a six-week-old puppy having to go through that. they didn't have a stitch of hair on it. neglected animals and the whom lives with dogs did not want to talk about it. >> i feel bad. i feel really, really horrible for her because she has a problem, i believe, with the animals. i think she just loves them too much. >>reporter: well, police say for now no one has been charged with a crime, but they do say the investigation continues. we are live in orchard beach. keith daniels, fox45 news at 10:00. a howard county teen is in critical condition tonight after being hit by suspected

drunk driver. he was riding his bike on 108. identified as 16-year-old benjamin workman. police arrested 26-year-old aaron lorsong charged with dui and possession of heroin. >> police do not believe that the victim was wearing a helmet when he was riding on his bicycle. also at this time, we believe he had a rear reflector on the bicycle but to do not believe he had a headlight on the bicycle. >> the suspect is being held at lockup on $100,000 bond. police identify the man of stabbed to death in glen burni burnie. he was slumped over in a car at orient and stall point road just before 6:00. police are still investigating witnesses and so far no arrests have been made. fight crime with a single phone call. we are opening up our fugitive files tonight hoping to put three suspects behind bars. we are live at the apprehension task force. what is the latest on the fugitives, joy?

>>reporter: well, karen, we are looking for a number of fugitives tonight. among them a suspected killer. as you can see, we have a team of detectives standing by to man our hotline. that number is 410-637-8970. here is a look at tonight's fugitives. this is the second time you are seeing 17-year-old maurice brown. police say he shot a man in the head several times killing him in the 3,000 block of elgin avenue. it happened on may 8. brown is 5'5"inches and weighs about 115 pounds. brown goes by the nickname rece on the street. 33-year-old sherman wilson is wanted on kidnapping and assault charges. on august 7, williams attacked his ex-girlfriend as she left a beauty salon in the 4600 block of northern parkway. investigators say williams forced the woman into his van and drove her to virginia before bringing her back to baltimore. williams is 5'11" and weighs

185 pounds. 45-year-old joseph harris is wanted for armed robbery. in june, police say harris beat a man in the head and then set him on fire in the 1100 block of north caroline street. investigators say after that, harris took the victim's pay and stole his personal items. harris is 5'10" tall and weighs 170 pounds. again, our fugitive files hotline is open. that is number 410-637-8970. all calls are anonymous. these officers aren't going to ask any personal information. they just want to know the facts about the cases we are profiling tonight. joining me now is lieutenant colonel jessie oden with the apprehension task force. let's talk a little bit about brown. >> as you know, joy, this is the second time we featured brown. we know he is still in the baltimore area in the junction

any fashion. >> my heart goes out to the family that this happened to and, again, like kiheem said, while they are putting him away for the rest of his life, that person that did this to them is still out there. >> brian scott pled guilty. he could face 40 years in prison. he will be sentenced this october, and could you see more of this story tonight on the late edition beginning at 11:00 tonight. august may be ending, but the debate over health care reform is just beginning. there were two town hall meetings today, the first one was in georgia. >> is there in this plan to increase the infrastructure of the medical profession and facilities? >> we have funding in here -- >> democratic representative david scott took questions from concerned people outside of a town hall meeting outside of atlanta. 150 people packed the room and the crowd spilled outside, the meeting lasted two hours and

sponsored by the aarp. and an angry crowd faced off with one senator in louisiana today. >> and it definitely says that they will be ininsured. they don't even belong here and i am paying for it. [cheering] >> 650 people shared their ideas with democratic senator mary landreu. the crowd was divided between proponents and opponents of reform. many voiced concerns over increased government control and others said a reform bill is necessary. louisiana senator says she is skeptical about whether private insurers will be able to compete with a public plan. the health care reform bill moving throughout house of representatives is a massive piece of legislation. here is a look at one of the sections. sub title a of title 2 of the health care reform bill creates a health insurance exchange. it say that people and business also be able to buy insurance in the exchange and defines the kind of health insurance packages that will be available.

thousands line up to say their final farewell to senator edward kennedy at the library and museum at dorchester, massachusetts, just outside of boston. you are looking at live pictures as they just stopped singing the song "irish eyes are smiling" obviously a tribute to the kennedy family iconic in the new england section and indeed the boston, massachusetts area. now tonight the tributes are continuing, this time in private as public figures along with loved ones gather to honor the long-time massachusetts lawmaker. craig boswell in washington d.c. with the latest. >>reporter: the public viewing became a personal experience

for thousands of people as they quietly filed past senator ted kennedy's flag-draped casket. >> oh, my god. it is like i lost my father. i think the world of him. >> my daughter loved him and -- and he helped us out with certain issues and he is a great man. >>reporter: members of the kennedy family including daughter kara greeted those who waited in line. many waited for hours. >> they have been here since 3:00 in the morning and they are coming from so far away. and it is just beautiful. >>reporter: family members also knelt and prayed as the honor guard stood at attention. kennedy served in the army from 1951 to 53. long-time friends said his military ties were there. >> one thing he was steadfast about, caring for the men and women of the armed forces and their families. >>reporter: massachusetts senator john kerry a friend for 25 years spoke briefly with the family before making his way to the casket.

the motorcade will step -- stop at the steps of the senate, a chance for staffers to say farewell. he will be buried next to his brothers and will be 100 feet from the eternal flame. >> such a special place and so many people have been buried there and a place of history to go to. >> the service at arlington is not open to the public. senator kennedy's final resting place will be accessible to the public beginning monday. the moon killed a pregnant woman last memorial day gets 40 years. 49-year-old robert headily pleaded guilty to fatally stabbing 21-year-old kristen hawkins in laurel. she had been stabbed 25 times hand more than 100 cuts. and a teenager who took part in the odenton fire bombing is placed on probation for first-degree arson. the 16-year-old is facing 100 hours of community service and his parents have been ordered to pay $10,000 to the property's insurer.

the teen admitted he did it in retaliation of crofton teen christopher jones who died after being beaten up. city police have calculated its calls for helping state delegate cardin with his marriage proposal but one city councilman is questioning the bill. jeff abell has more. >>reporter: at the city police department, commanders have calculated the cost, $300 for the use of a police chopper and police boat to help a lawmaker with his marriage proposal. >> i found it to be significantly lower than what i would expect. >>reporter: city councilman bill kohl is questioning the bill sent to state delegate john cardin. while on a boat in the inner harbor. cardin staged a mock police raid while he proposed to his fiancee and 15-minutes use of a pa control boat and 5-minute use of its helicopter, the bill comes to $300. a police spokesman said less than five officers were involved in this mock raid and their pay rates were calculated

into the delegate's $300 tab. >> it is impossible to put a number on it, but i do know that $300 is a lot lower than what it would cost me to rent a helicopter to fly over the harbor or rent a boat to do a sight-seeing tour. >> they calculated that is what the cost was and i feel confident that commissioner frazier and his staff came up with the exact amount. >>reporter: cardin wrote the city a $300 check this week and apologized for what he calls an error in judgment, but city councilman bill cole wants more answers of how public equipment became involved in such a private event. >> it says that we don't -- we put such a low value on it and the fact it was an elected official, i don't care who it was, it gives the unnecessary perception that he got a break that nobody else would. >>reporter: jeff abell, fox45 news at 10. >> the city has launched an internal probe of how and why the incident happened. we asked if you $300 was sufficient reimbursement for the use of a city police

british, hbo's "the wire" which, of course, was filmed in baltimore is part of real life in his country as well. after those remarks that british blogger alex hilton got created and created a fictitious twitter account he called baltimore mayor and created this web site, mayoro mayorofbaltimore.org which looks identical to the city of baltimore's web site. >> i have no knowledge of how it happened and when it happened. >>reporter: fictitious web site included a strong-worded statement from mayor dixon defending the city and its violent reputation. dixon's response which was the work of the prankster was directed toward secretary gra grayling's comments made earlier this week about the show "the wire" and crime in baltimore city. only problem, the web site and the mayor's statement was all a hoax. >> and i really don't appreciate somebody invading -- you know taking materials, passing it over there and trying to degrade the city.

>>reporter: the falsified statement made its way into several british newspapers. the mayor's office wasn't even aware of the hoax until early friday morning when spokesman scott peterson was contacted by the media outlets seeking further comment from baltimore mayor sheila dixon. only then when everyone realized that the mayor's statement on crime and the web site were all part of a hoax. >> his joke has definitely cost people money, including the taxpayers of baltimore. >>reporter: the city has since took down the site. the perpetrator of the hoax apologized to the mayor's office in an e-mail. baltimore's department in the meantime is investigating the incident. are you feeling lucky? well, if so you should grab a ticket quickly for tonight's megamillions drawing, like my co-anchor, $333 million bucks are up for grabs. the largest megamillions jac jackpot in two years. it is played in 12 states. the drawing is later tonight and we will have the winning numbers when they are drawn for

well, we had a very wet and soggy day outside today, but the good news is, we are getting a little bit of a break right now and we got that concert in on the maryland state fairgrounds. and current at bwi thurgood marshall, 72 degrees under mostly cloudy skies and winds are calm and humidity up at 94 94%. on our skywatch regional radar, you can see we are getting almost a dry sweep. rain showers toward the lower portion of the delmarva peninsula and further north into pennsylvania. we are not done by the rain showers just yet. a bigger system. look at the eastern portion of the united states with an ample amount of rain showers and western side is very high and dry. we will tap into that dry and cooler air toward the end of the weekend, but until then, we

will be dealing with a lot of rain showers in our area and still under a flashflood watch that reflects through the morning hours. you can see there is still tropical storm danny. still very unorganized and maximum sustained winds right around 40 miles per hour right now but very unorganized and not that large of a system. it is very weak as well as the pressure at 10:06 millibars. 514 miles south of ocean city, maryland and putting it in a path of where it is going to g go. going to clip the north carolina coast and by tomorrow morning, it will kick off back toward the east coast and back toward nova scotia. a weak tropical storm. under this future scam, under a warm area and this system. so we will be dealing with the widespread showers for the da daytime for tomorrow. not going to be a complete washout, but we will still have the potential for isolated rain showers and embedded thunderstorms throughout the daytime as well. as this cold front inches closer, the good news is the cold front is going to help kick tropical storm danny and

keep it back out into the atlantic ocean. once this cold front pushes through late saturday evening into early sunday, then high pressure system is going to build in here on sunday so when we wake up on sunday, a couple of clouds and scattered rain showers, by sunday evening, the high-pressure system will build in for the workweek. beachcast forecast if you are headed to ocean city. well, definitely be careful as we will be dealing with high surfs and rip currents and high temperature of 81 degrees with storms and windy conditions and pretty much the same story in baltimore. mostly cloudy skies. isolated rain showers and high temperature of 85 degrees. the next five days not looking too bad as we are headed toward september 1 already. 85 for saturday. 83 on sunday. sunday should be dry. most of the day should be dry and improving conditions throughout the day on sunday and then monday and tuesday are looking very, very nice. a lot of sunshine on monday, 7 77. a cool day. 73 degrees on tuesday and another system will punch in here for some rain showers to develop on wednesday. remember, you can track tropical storm danny with fox45

baltimore city just by dialing that phone. our fugitive files once again. joy lepola is at the warren apprehension task force headquarters with the latest on the search for our suspects. how are we doing? >>reporter: we are receiving a lot of phone calls, but we are still looking for more information. again 410-637-8970 is the number you can call. here is a look at tonight's fugitives. we have a 17-year-old who goes by the name of maurice brown. he shot a man in the head in the 3,000 block of elgin avenue. brown is 5'5"tall and weighs about 115 pounds. he goes by the nickname rece. we have 33-year-old sherman williams wanted on kidnapping and assault charges. williams is 5'11" tall and weighs 185 pounds and 45-year-old joseph harris wanted for armed robbery. harris is 5'10" and weighs 170 pounds. if you have any information on these men, call our hotline,

410-637-8970. lieutenant colonel jessie oden joins us now to talk a little bit about harris. now he is wanted for armed robbery. >> yes, he is, joy. he assaulted and robbed an individual and not only that, he set his victim on fire and left him for dead. this guy is extremely dangerous. commits a lot of assault and robberies throughout baltimore and we know unless we catch him he will continue to commit assault and robberies. he is in the 1300 block of north carolina street. we need to help to get him off the street. >>reporter: we know someone out there knows something. all they have to do is pick up the phone. again the community involvement is key. >> yes, it is. we can't do it all by ourselve ourselves. they are our eyes and ears in the community. not only that we often reward if someone knows anybody's whereabouts, if we make an arrest, they can have a reward up to $500 or more. >>reporter: sounds good. thank you, colonel. again, if you have any information on the whereabouts of these men, just pick up your
